Thank you for contacting me concerning H.R. 1174, the Law Enforcement Access to Data Stored Abroad Act, otherwise known as the LEADS Act. I appreciate you taking the time to share your views with me.
The goal of the LEADS Act is to create a framework for companies to facilitate cross- border data flow. It also seeks to promote international diplomacy in terms of law enforcement cooperation. In this age of high-technology, “cloud computing” is becoming more popular, and, generally speaking, given the rapid pace of technological innovation, it often takes government some time to catch up and provide legal frameworks both domestically and internationally so that technology firms can do business.
At this time, the LEADS Act has been referred to the House Judiciary Committee, of which I do not serve. Please be assured that I will monitor the legislation and keep your views in mind should the bill come to the House floor for a vote.
